What makes the State responsive?

No, it’s not a chicken-and-egg thing; just a dialogical, symbiotic relationship. The State has the responsibility to lay the condition for its citizens to become active and vigilant. On the other hand, as what the inq7.net editorial (18 October 2004) said, what keeps the State responsible is the vigilance of its citizens.

OK, let me resolve the “chicken-and-egg” aspect of it. I believe that all boils down to the citizens being able to organize themselves (with initial succor from allies, support groups) to birth a responsive State.
